The tool converts a single date/time. For recurring meetings across DST boundaries, re-check the conversion near the DST transition date, since the offset between zones can shift.

Is the result affected by my computer's clock?

The conversion math is independent of your system clock, but 'now' defaults to your device's current time. You can override the input time manually.
